Nancy Niswender, Clerk-Treasurer
Nancy started in February 2016, Newly appointed to the positions of: Chief Fiscal Officer of the Village, Budget Officer, Records Access Officer, Election Officer, Public Information Officer, Clerk to the Board of Trustees and the Village Boards of Light, Water and Police.
Charles V. Rankin, Part-Time Administrator
Chuck has worked for the Village of Groton since 1982. He retired from his full-time position as clerk-Treasurer/Administrator in December of 2017. One of his responsibilities now is the oversight of the Electric Dept. and monitoring various issues thereof. He was instrumental in establishing a Village newsletter in 1984. He has participated in many state and local committees, including the board of the New York Municipal Power Agency (served as President in 2017-18) and past President of the New York State Society of Municipal Finance Officers. He also was involved with the establishment and is still involved with the Greater Tompkins County Municipal Health Insurance Consortium.
Vicki Marks, Deputy Clerk
Vicki started part-time with the Village in 1992 and has worked with us full time since 2000. She is Secretary for the Village Planning Board and Zoning Board of Appeals. She also maintains the property records of the Municipal Electric Dept.
Olivia Howarth, Deputy Treasurer
Olivia joined our team in February 2018, she assists the Clerk-Treasurer in daily duties as well as billing of the utilities and other Village Office financial functions.
Kelly Bishop, Customer Service Representative
Kelly joined our team in June 2018, handling customer service payments, deposits, and assisting staff in their daily duties.
She also manages web site updates.
